Requirements for North Dakota Road Test Waiver Authorization

North Dakota State Statute 39-25 and Administrative Rule 37-13 authorizes the North Dakota Department of Transportation to waive the Class D road test for students who successfully complete the required behind the wheel and classroom training.

In addition to the monitoring requirements in Administrative Code 37-13, NDDOT may randomly road test students who complete the training at an approved Driving School. If discrepancies or concerns are found, the Driving School’s approval to have the road test waived will be rescinded.

To participate in the Road Test Waiver Program you must be an approved Class D Driving School or a Public School. See Administrative Rule 37-13.

  1. Complete the Application for Road Test Waiver Program.
  2. The Drivers License Division will review your application for final approval.
  3. If approved, the Drivers License Division will send you an ‘Authorization for Road Test Waiver’ letter and samples of the ‘Certificate of Course Completion’ (for the road test to be waived) and the ‘Certificate of Training’ (for students who do not complete the 30 hours of classroom training and must be tested by a North Dakota Drivers License Examiner). Note: Driving Schools must design their certificates to include the verbiage on samples provided. The certificates must be approved by the Drivers License Division.
