Cigna offers health insurance, Medicare plans and dental insurance for individuals and families. For inexpensive individual health insurance, Cigna is a worthwhile option to consider. Policyholders will have online access to their health insurance or dental plans through the Cigna website. However, the health insurance company has below-average reviews and customer complaints.

Cigna currently sells individual and Medicare health insurance plans, along with stand-alone dental and vision policies. Unfortunately, the company only offers the policies in 15 states:

Cigna individual health insurance

Cigna individual health insurance is sold through your state health insurance marketplace. Consumers can purchase individual policies there if they can’t get health insurance through an employer or a state or federal program such as Medicare or Medicaid.

Cigna currently offers four tiers of individual coverage that vary in cost, deductibles and coinsurance benefits. Below is an overview of the metal tier plans offered and the monthly premiums for different age groups.

You can only purchase Cigna’s individual insurance plans via the marketplace during your state’s open enrollment period or if you have an exemption that creates a special enrollment period (SEP).

Medicare Advantage and Medicare Supplement

For Medicare enrollees, Cigna offers Medicare Advantage plans and Medicare Supplement policies.

Medicare Advantage or Part C plans are “bundled” health insurance plans providing comprehensive coverage, including hospital insurance (Part A), medical insurance (Part B) and usually Medicare drug coverage (Part D). Cigna’s Medicare Advantage plan also includes coverage for dental, vision and prescription drugs.

Medicare Advantage policies are broken down into four tiers of coverage:

  • Cigna-HealthSpring True Choice (PPO)
  • Cigna-HealthSpring Preferred (HMO)
  • Cigna-HealthSpring Premium (HMO-POS)
  • Cigna-HealthSpring Advantage (HMO)

All Cigna Medicare Advantage plans are free, but they have different deductibles and copays for in-network and out-of-network coverage. This depends on the provider network — HMO, PPO or HMO-POS — for each policy. Therefore, you should carefully review the benefits of each before selecting a plan.

Medicare Supplement plans A, G, N and F are all available for Medicare enrollees through Cigna. However, if you enroll in a Medicare Advantage policy, you cannot also purchase Medicare Supplement coverage.

Cigna Medicare Supplement, unlike other supplement providers, offers a household premium discount. This means when multiple people from a household are enrolled in the same Medicare Supplement policy, they are eligible for discounted monthly premiums.

Cigna dental insurance

Cigna dental insurance plans can be purchased in conjunction with your health insurance or on a stand-alone basis. Dental policies are available in three coverage tiers and vary in premiums as well as deductibles:

Notice that the Cigna Dental 1500 plan is the only policy with coverage for restorative services such as root canals, crowns and dentures. All Cigna dental insurance plans have the same provider networks, meaning you don’t need to select a higher level plan to gain access to a particular doctor.

Member benefits and resources

Cigna policyholders can take advantage of additional benefits like an online portal and mobile app. Policyholders can use these tools to monitor claims, view their Cigna health ID cards and find in-network doctors. Cigna enrollees can also sign up for recurring medication delivery. Pharmacists are on-call to answer questions and fill prescriptions 24/7.

Financial strength and customer reviews

Cigna gets below-average reviews compared to its competitors. Overall, customers say the provider network is insufficient, and the customer service is poor when it comes to managing claims. The company’s Complaint Index, measured by the National Association of Insurance Commissioners (NAIC), is 1.04. That means the company has received slightly more complaints than expected for a company of its size.

Some good news: Cigna is financially stable, as reflected in its A.M. Best Financial Strength Rating and Standard & Poor’s rating. Cigna receives an “A” rating from both companies.
